As for the language, if u mean language pack then it can b done only at Nokia Care. But pls note that the language pack will disappear after any firmware update of ur phone. As for ur first problem, if i'm correctly interpreting it, u can't update firmware & install new applications. If i'm right pls mention, so that i can assist further.

Nokia care is the authorised service centre for Nokia phones. The people at Nokia Care are fully trained to repair Nokia phones. So if there is any fault in ur phone then go to the authorised Nokia care only.
For firmware update it is limited by region, product code, network locked/unlocked phone.
What error comes up when u try to install the apps

but can i uninstall the ovi maps(old) then install the recommended?

i tried to download anythng on nokia suite free apps.. but when installing it said that the certificate error.. so ii really cant download anythng right now?

Usually the phone that is available in a particular country will have the language pack for that country installed by default. If not so then u can get it done via Nokia care. It will get deleted only if format the phone using various codes or via installing new firmware or restoring factory settings. Pls mention the device u r using.

Not sure about Nokia X-6. U can try the following. Open Nokia suite on ur pc. Then connect ur device to it. Go to software update. It'll show if any new software is available. If yes install it. If not then click the option of reinstalling the firmware again. It'll reinstall the recommended firmware on ur phone with all the certificates. Then u'll b able to download & update maps & other apps.

Check if there is any verisign or Thawte certificate. Those are the ones required for installing apps.
