There are various reasons for not being able to update. The most common one seems to be that if your phone is locked to an operator or bought from an operator, they will have to approve the new update from Nokia to be released on their provided handsets.
It also may be that Nokia hasn't released any updates for your region. There are also special editions of phones like the Ramadan version which are unlikely to get any updates.
But it also might be that the update for your device only are available through OVI suite or Nokia software updater.
You can also apply your product code in the checker tool to see if there is released a more recent update: http://europe.nokia.com/support/download-software/
Edit: I understand that you've already used the checker tool? Download either Nokia software updater or Ovi suite and you should be able to update using one of those computer programs.
