yes here i come

 Uface this problem when u internet browser has PROXY settings enabled dont try to update in a computer which is connected to a proxy server which wont normally allow the two ".exe" files to run even though ur Firewall is disabled

Check out and disable Proxy on ur Browser

I have the same problem once. My internet provider told me they have a flood attack and the conection was poor.
