Nokia doesn't make detailed changelogs available to the public, they still consider them to be confidential. They do often leak out but you'll have to search google for them as they are usually removed if someone posts (or links) them here.
The only details Nokia gives to end users are usually what appears in the updater or on the news link below. The news link is often days or weeks late with the news though and isn't very detailed.
