No there is no need to send the file via bluetooth.

If the .sis is not supported, it's not supported. Sis files are platform related (S60v.3,S60v.5 etc...) I suggest you swich in the app.mgr. options-> settings-> software installation from signed only to all-> online check-> off

If nothing helps, your phone has probably a problem and need a soft reset.
Factory settings reset. In standby, dial *#7780# and the phone's lock/security code (the nokia's default lock/security code is 12345). This reset restores phone's original settings.
Soft reset. In standby dial *#7370# and the phone's lock/security code.
Warning!Soft reset deletes ALL your phone's data!
Hard reset (the three key code/reset). Turn off the phone. Press and hold three keys together, the green/talk key, the * key and the number '3'.Then, turn on the phone and don't let the three keys before you see the nokia hands logo/nokia boot up screen.
For 5800 XM hard reset need different keys/buttons. The green/talk key, the red key and the camera key/button. The process is the same.Warning!Hard reset deletes ALL your phone's data!

Or, more likely, the sis file is not intended for your phone model.
For an N86, make sure you use sis or sisx files intended for S60 3rd Edition.
S60 1st Edition files won't work. S60 2nd Edition files won't work. S60 5th Edition files are unlikely to work.
Also sis files intended for Series 80 won't work, or sis files intended for UIQ phones.
