(Nokia_6630_VPN_Client_3_0_21.sis) installation security error unable to install in 6630

I have downloaded (Nokia_6630_VPN_Client_3_0_21.sis) in nokia applications in nokia.com

when i tried to install vpn it says unable to install installation security error

what will be the problem

i have turned on my application installer

but it is not working

please give some suggestions
