I have just installed new/clean software (i.e. no prior version) and have the same problem.
I can browse to e.g. the Video Manager or any of the applications and start them directly.

What is the point of uninstalling/re-installing? What is the "NPCS Cleaner"? I've tried searching for it...
I have to say - so often with applications from e.g. camera manufacturers, phones, printers etc. it is amazing how often they are klunky and sometimes - it feels - a little understested.
Hi, I had exactly the same problem as you describe. It doesn't look like an install issue to me and in my case I tracked the problem down to ZoneAlarm Security Suite.
If you are using ZoneAlarm Suite go into Program Control and change the 'Nokia Launch Application' Trust Level to 'Trusted'.
If you are using another Security program it will probably have something similar that you can tweak.
Vista OS. Run as Administrator. Before running as administrator I clicked on the app and immediately received the "failed to start process" error. So I went to the folder, right clicked on the app, and chose Run as Administrator. No problem. Also if I right clicked on PC Suite and chose Run as Administrator then all the apps within PC Suite will run without a problem. Not sure how to set the permissions so this does not have to be a manual process. Tried adding user, already an administrator, to the userlist for the file but did not work.
