Blame the retailer for this.
They sold you a phone that was originally intended for another part of the world and installed an Arabic language pack on it. Unfortunately, language packs don't survive a firmware update, which is shy you lost the Arabic support in your phone.
Note that you might be charged for installing the Arabic language pack because its absence isn't a fault of the phone (which was intended for a part of the world where Arabic is not used). Nokia is not responsible for the methods used by retailers to buy stock.
