can i chane my os to s60 9.3 feature pack 3 ?

i have a nokia 5320 xpress music.

which has feature pack 2

No chance at all because there isn't a feature pack 3 (at the time of writing).

 

You have the latest version of S60v3 already which is S60v3FP2.  Nokia's latest operating system is S60v5 which can be found on only two models at the moment, the 5800xm and N97.

 

For future reference nokia has never allowed customers to update to the latest feature pack.  They give you new features and fixes to your current version through firmware updates.
