I big yellow star kudos for grschinon! Haha.
To be more helpful though. n97 needed the firmware update to clear out more space on C drive for the new Maps. n97 mini has twice as much C drive as the original n97 and didnt need it. Besides, as said above they're different phones. Its like asking why the 5800 got the v40 a few weeks ago, but the 5530 still doesnt have a new firmware.

There is an update for the N97 mini as well. And yes they are 'different' phones, but share a lot of similarities.
The update may or may not be available in your region. Download and install the Nokia Software Updater and connect your phone to see if you can update.

We'll see how long. With E51 I waited couple of months before changing product code to one that had firmware update. Have I not done that, I would still be on v100 (instead of v400), as my original product code was NEVER updated (v100 is still the "latest" firmware for it, and it's been 2.5 years!). Let's just hope that similar situation won't happen with n97 mini, as I also have 0591930...

Remember, the Product Code really has something to do with the product. It might be called the same, it might look the same but it could have different hardware build in. My guess, and guess is all we can as Nokia does not disclose this information, that a keyboard layout, version of the transceiver, revision of cpu all have an influence on the firmware version that has been tested on the specific device and hence the product code.
But the two things are particular annoying 1) Nokia not telling why a specific device is exclude from an update 2) Nokia not disclosing if and when an update will be available. Not to mention that they don't inform their own support personell of 1) and 2) so these poor basterds are bound to give misleading and false information.
