I use FolderPlay on my s60v3, but maybe it works for v5 as well... http://sourceforge.net/projects/folderplay/

To play ogg files natively, you need an ogg MMF (think codec)
I think symbian decided to f-over the public with their rediculous developer restrictions.. I could be wrong, and it might've changed but I think the problem went something like:
To write a codec you need access to the DRM functionality. To get DRM functionality, you need manufacturer approval.. If you wrote an ogg plugin for Samsung, it wouldn't work on a Nokia device..unless you had it approved by both..
and to do that costs money.. seriously sloads of money..
Symbian is one of the few "open" platforms that requires you are a COMPANY in order to develop for it.. (and by develop I mean write a product, submit it to them for testing then received a signed binary that you can install on phones).. what's more, not all phones can install unsigned binaries.. mine can, but mine is unbranded.. I forget what prevents it.. might be operator branding..
Either way, you can't develop a signed (approved) application without an expensive (100 euro a year) certificate.. and to get one of those you have to be a company..
stupid, restrictive and another reason symbian is going down the pan.. Remember, it isn't there to help the users, its there to help the manufacturers and the networks (and content owners - music companies whatever)
This, I think, is why there STILL isn't an OGG MMF plugin for symbian.. and remember.. it would be free for Nokia to release one.. no royalties to pay to progressive (real-player) and, in fact, it is already written.. they'd just need to sign it.. but noooooo.. this company is in bed with microsoft and the irrelivant WMA format..
This has wound me up for a long time.. I look forward to the N900 with can support Ogg, but worry that the Maemo6 later might not..for a similarly **bleep** reason..
*sigh*
