Nokia Maps and all map updates are free download and use. You can use this to loacte your position on the map. However if you wish to use to have turn by turn directions then you will have to purchase the license.

There are a few navigation applications you have available to you,
There is Nokia Maps where you the application and map updates are free. You just have to pay for turn by turn directions when you want it. You can purchase licences by the month or year so great for when going abroad on holidays.
There are the likes of Garmin abd Route 66 when you pay up front for the application and map and can use it forever. But you will have to pay for all future map updates. Map data is updated up to 4 times a year, so this could work out expensive if you like your maps up to date and don't like being told to drive the wrong way down a one way street, like me. You will also have to pay the full whack if you wish to purchase maps forother countries say for when you go on holidays.
The last group of nav applications are Google and Amaze which are free but you need to have a data plan on your phone because it has to download data from the internet on the fly.
I don't know which way Apple charges.

There is no free turn-by-turn navigation on the iPhone. You have to buy apps that provide it. The only smartphone I can think of with free turn-by-turn is the Android range, when you're in the US.
S60 phones, the iPhone, and everything else, can get route planning via Google Maps, but it won't update turn-by-turn as you navigate.
