As a last resort as a precursor to visiting Nokia Care Point, be warned all user data would be erased you could try carrying out 3 key depressed power on "hard reset" Ensure device is off by keeping power button depressed for 8 seconds until 3 vibrations felt, it is also worth trying a normal re-start at this point as equivalent to removing the battery if feasible.
With device off keep "Volume Down + Camera Key + Menu Key" depressed and then press power button then release this button only after first vibration keeping other three continually depressed until Nokia "Shaking hands" logo appears.
Illustration of procedure can be found here:http://www.allaboutsymbian.com/news/item/12185_Ano

This was my main reason for me posting as a "last resort" here, to get device at least being able to make calls. Whereas Nokia Suite can only re-install existing device software, which might be worth trying here, you would need to visit Nokia Care Point for entire supplied content of E:\ Mass memory to be re-instated.
Symbian Belle Original Wallpapers are circulating, but I can't post link to Nokia content not on Nokia's servers upon forum.
Regional mapping can be downloaded via WLAN access point from within Nokia Maps application upon device.
