I currently studying in Perth, Australia. Where can i get Chinese languafe pack from here?

You need to take your phone to a nokia care point and pay to have them install a language pack

Instilation of a language pack is not something that users can do for themselves

Also note that any subsiquent firmware update will remove the language pack
