I understand that the latest version is 20.something but my phone is v.11.0.009 - I've run the software updater but it says that this version is the most up to date. Am I doing something wrong?

which country are you in?
most providers and a lot of european countries have released the FW update.

its unlocked but it still is branded O2, this means even if nokia release an update, by the time O2 or whichever other relevant provider package it up, it may be another few weeks or more.
but i'm sure O2 has released the latest firmware for the 5800.
if not they have really take their sweet time, not usually expected from O2.

New Firmware Update For Nokia 5800 XM
Selectively Available On Nokia Software Updater!
Just a quick heads up, mostly a curiosity for those of you who haven't seen post about new firmware update for Nokia 5800 over at our forum section.
Our Maverick reported earlier today that Nokia has rolled out a long-awaited software upgrade for the Nokia 5800 which is now available through the Nokia Software Updater but only for certain product codes from APAC region.
To be a little bit more precise, firmware version 21.0.025 is currently available for following HK product codes: 0575407, 0575408, 0581337 but it should be ready for most of the generic product codes from EMEA and APAC region within the next couple of days!
As usually, software will be progressively available at the Nokia service points, so even in case you have slow dial-up internet connection you be able to get new firmware at official Nokia service points.
Unfortunately, new software isn't available as FOTA update which is by the way the best possible way of delivering software updates and it is kind strange why Nokia is not offering this update over the air.
Oh yes, one more thing, Nokia 5800 has the UDP but it is anyway highly suggestible to back up your phone memory before performing a firmware update as precaution measure in case something goes wrong.

Nice copy and paste from symbian-freak.com, but it's not currently available for those HK codes anymore (withdrawn for unknown reasons). Currently it's only available for three Finnish codes. It should hopefully be more widely available over the next few days but can take longer (v20 took seven weeks to appear for unbranded UK models).
As for the O2 firmware problem mentioned above O2 UK has not yet approved v20 for use on their network. The post earlier in this thread stating that it has been released is incorrect.
The best place to put pressure on O2 UK to release v20 (or v21) is on their customer forum:
