If it doesn't have a built in offline profile, you can't create/add one on your own.

I don't think the 3230 has it. The first S60 device with it was the N-Gage, but that was a special case, and since then it has been a feature from S60 2nd Edition Feature Pack 2 (S60 2.6) based devices - 6630, etc. - and onwards.

The 3230 is an S60 2nd Ed. Feature Pack 1 (S60 2.1) device, so the offline profile support isn't there.
