It seems I've waited a couple of months, but still it appears Nokia refuses to make it clear which phone models will get free navigation, and which will not. Is this because they haven't decided yet, or what? They should definitely make the decision already.
I'm sure many others are in the same situation as me, wondering what they should do with their navigation needs. Should I keep waiting whether my Nokia will get free navigation, or bite the bullet and buy a 1 year navigation licence, or buy a new phone which already has free navigation, or maybe buy new maps for my TomTom instead?
Which Nokia phones have received the free navigation AFTER the initial list of phones, or are there any? Were they models which existed already before the announcement, or is the free navigation coming only to new Nokia phones?
I read somewhere that Nokia would have stated that the free navigation comes to e.g. "all S60 Nokia smartphones" or something like that, but I have no idea what that means in practise. Does that cover all S60 editions, and how do you define a smartphone anyway? Are e.g. all N and E series phones "smartphones"? What about other phones besides E and N series?
Make the decision already, Nokia. Keeping quiet is aggravating even the quieter Nokia users.

There have been a lot of rumours circulating around regarding this. Will Nokia make free navigation for other phone model? I am in the same boat as you but the fact of the matter is, it is all just speculation. Nokia will make that announcement if and when it suits them.
Nokia is actually not to blame for everyone being in limbo because they never said anything. In fact it is my opinion that the rumour mongers are the culprits. If they had not started the rumours, no one would be asking the question, and hence, when it all happens, if it were to happen, it would be a nice big surprise.
In the mean time, Nokia has very kindly reduced the license fees for navigation to around €10 per region per year.
BTW, this is a user to user forum and what you post here may or may not filter back to Nokia HQ and you most certainly won't get a reply from them regarding something like this here.

Wow! I had totally missed that, because earlier when I checked that (a couple of weeks ago), it still cost 70€/year or so for my region.
That does it I guess, I retract my earlier comment. I will go on buying the year licence already today. Cheers Nokia, good move. I consider this as "free" navigation already.
