I have a capital E in the middle of the top row of my 2720. I checked the user guide and couldn't see any explanation.  I am on the 2Degrees network in New Zealand.

"E" is for Edge.

Got to connectivity settings and look for packet data and change it to "When needed" from "when available"

To define how to use the service, select Menu > Settings > Connectivity > Packet
data > Packet data connection and from the following options:
When needed — to establish the packet data connection when an application needs
it. The connection is closed when the application is terminated.
Always online — to automatically connect to a packet data network when you switch
the phone on

My connectivity is and was set to When Needed but the E icon is still there, does this mean an application is running that needs to be shut down?

No unless you have apps running its the current speed available
