You could just have a faulty charger and your battery is now flat. Try another charger first.
If using another charger does not resolve the issue then let us know and we can try something else.

It would seem to be a power issue as cjlim had indicated.
I would try another charger and if possible another battery, the E71 battery is used in an N97 as well so if you know someone that has either device you can try theirs.
If its is working with another battery, then you will need to observe what happens when its connected to the charger, if the battery bars are not incrementing when the battery is low then you either have a charger problem so try a different one, or the charging circuit in the phone has failed.
I have not seen batteries just "fail" but its something that I wouldn't rule out, additionally the new smaller jack type chargers are prone to failure, as the cable near the plug fractures inside and this can cause charging to fail.
Shunts...

This once happened on my E51. Turned out to be a third party software installation bug. It may not be in your case, but I see no harm in trying it. In my case it helped as the installation got corrupted but after I reboot and uninstalled everything was back to normal.
Remove your memory card and battery. After 15-30 minutes, reinsert the battery and see if it will boot.

He means to try the Deep Reset.
You won't be able to back up your phone so unless you have a previous backup, all your data may be lost.
Firstly remove the battery for at least 5 minutes and then replace and see if that makes any difference.
Then try the "3 finger deep reset". With the phone powered off, depress and hold these three keys simultaneously "*" "3" "green phone" and then power on phone using the on/off button whilst keeping all four keys depressed until you hear start-up tone.
This should ONLY be done if the device doesn't power up normally anymore and it wipes everything in the Phone memory that is not part of the ROM.

That's not a good sign. I am beginning to think that you have a hardware problem with the phone itself. here isn't really anything else you can do yourself that could revive what is effectively a dead phone. I think it is best if you now send it in to your nearest Nokia Care Point.
You can find your nearest Nokia Care Point at:
For UK

For Europe:

For Asia-Pacific

You are welcome.
Sorry, I can't really offer any further suggestions because you have pretty much tried everything you possibly can with your phone in the state it is in. My guess is either the charging block or the main board needs replacing and it is probably the main board. The Nokia Care Point should be able to fix it under warranty if your phone is still in warranty.
