This is an AT&T specific 'feature' designed for force you to purchase their expensive ringtones.

Unfortunately you will have to get an audio editor and start chopping off songs that you would like to have as ringtones. You could also encode them in a lower bitrate and mono.

Thanks for the info.  Wha kind of audio editor do you recommend?  Are there any free ones out there?

It allows you to split, join, resample, generate effects, add effects etc. any audio track. Best of all it is free.
