I have the same problem with the camera sound, and after looking for the solution around for sometime, I finally come to a simple solution. Just plug your headphones in, and you won't hear any sound from the loadspeaker.

As far as I know, there's no legal requirement for the camera tone in India. I do know that Singapore requires it and I suspect that Nokia has kept it simple by keeping the tone for most similar markets.
