E5-00 1-touch assignment does not work

E5-00 1-touch assignment does not work

I cannot assign 1-touch numbers from the 1-touch application (Control Panel->1-touch). I can assign contacts to the 3,5 and 6 1-touch numbers, but 2, 4, 7, 8, and 9 will not accept one touch assignments. As far as I can tell all of my contacts are in the phone memory. Any ideas?
