On the C5 (tagline: "Nokia's newest and buggiest phone ever!"), is there a single location to determine if all international data roaming is disabled?  I don't want to have to go into every-single-application and setting to make sure it's set to off and then find out I missed one and wind up with a $10,000 bill.

There's no central "Roaming" setting. However you can simply edit or delete the access point from Destinations, then restore it after your travels.

Thanks sockatume. That's a bit brute force...I guess it's a good thing I don't roam frequently.

Is this kluge necessary for all Nokia phones, or just the C5?

It seems to be the case for S60 3rd Edition handsets, i.e. non-touchscreen ones. I don't know about S60 5th or Symbian^n.

Try Roaming Guard, which monitors the application access to the internet and, according to selected settings, enables or denies this access.

It's great that individuals build apps on top of apps on top of apps that consume cpu and memory, and can personally profit from Nokia's litany of f-ups. I'd prefer Nokia spent less time on the "conversations" blog and more time actually getting their shop in order and fix these usability issues.
