Nokia n86 Problem

major problem:

The problem is with the FM Transmitter, whenever I try to activate it I get a message saying "Feature is not supported", now I read about the FM Transmitter allowance in my country and it is allowed (I am in singapore, and from http://www.nokia.com/fmtransmitter shows the status of singapore as YES allowed).

Some thing wrong with the hardware ?
