Its worth mentioning your phone model, Yes its posible when u have Wi-fi built in your device, you can go to Wi-fi hotspot and browse internet which wont incur any costs via ur service provider

You can't do that i wonder if there is a software which does and work with your device it is "possible" in case of S60 smartphones with a 3rd party application and setting that too is a tiresome procedure AFAIK, the only way you can access internet is via your provider's GPRS connection and its going to cost a fortune (nothing comes free )
